The first component is a Matching Stabilization Fund administered by the San Diego Foundation. County officials said the fund is designed to preserve up to $16 million in county-contracted nonprofit programming during the current fiscal year that could otherwise be reduced or interrupted due to budget pressure connected to federal changes. A total of 67 county contracts were identified as eligible under this structure.
Programs cited as eligible span a broad range of service areas, including supports for seniors and people with disabilities, food assistance-related services, recovery residences, domestic violence shelters, behavioral health, homelessness services, and youth programs.
The second component involves a county investment of up to $4 million into the San Diego Unity Fund, a philanthropic fund created by the San Diego Foundation in response to federal funding reductions affecting healthcare, food, and housing. Under the announced structure, the foundation would match the county contribution, bringing that portion of the effort to as much as $8 million for countywide relief activities connected to food, housing, and health programs.
Why the county is moving now
County leaders have framed the partnership as a response to immediate pressures on residents and on the nonprofit delivery system that supports county programs. County figures shared in connection with the announcement stated that nearly 400,000 San Diegans, including 125,000 children and 100,000 seniors, have lost food assistance or are at risk of losing it due to federal funding changes and eligibility restrictions.
Separately, county planning materials and prior public discussions about the partnership have highlighted the administrative and fiscal burden associated with new work requirements affecting federal nutrition assistance and low-income health coverage eligibility, including potential staffing and operational demands at the county level.
