The board’s vote was unanimous. The changes were adopted to align district policy with requirements issued at the state level for school districts to follow a consistent framework when responding to immigration-related requests and campus access issues.

What the revised SDUSD policy prohibits

The updated policy places explicit limits on staff actions unless a legal requirement applies. Under the revised rules, district staff are prohibited from certain actions unless required by federal or state law, or unless supported by a court order, a judicial warrant, or a subpoena.

  • Soliciting, collecting, or requiring information or documents that identify a student’s citizenship or immigration status, or that of family members.
  • Releasing a student’s personal information, a student’s family information, or district employee personal information to an immigration official without appropriate authorization.
  • Disclosing student education records or personal information, or a district employee’s personal information, to immigration enforcement.
  • Allowing immigration officers or employees to enter a school bus or other district transportation, nonpublic district property or facilities, or spaces where programs or activities are underway; the policy also notes that staff may not obstruct enforcement actions.

New notification and oversight steps

The revised policy also adds a formal reporting expectation within the district’s leadership structure. The superintendent or a designated representative must inform the school board about immigration agency requests involving citizenship status or personal information, as well as requests by immigration enforcement to enter school buses or nonpublic district facilities.

In practice, this provision is designed to ensure that requests are elevated beyond individual school sites and handled with district-level consistency, documentation, and legal review where appropriate.
