Public Notice: Special Saturday Services and Active Health Advisories

City Administration: Special Valentine’s Day Services
The San Diego County Assessor/Recorder/County Clerk has announced a special Saturday opening for Valentine’s Day, February 14, 2026. While government offices are typically closed on weekends, the Downtown waterfront office will remain open from 8:00 a.m. to 5:00 p.m. to accommodate marriage license applications and wedding ceremonies. Couples may visit the historic County Administration Center for walk-in services or scheduled appointments. All other regional branch offices will remain closed for the weekend, and standard operations will resume on the following business day.
Public Health: Emergency Toxic Cleanup and Viral Advisories
The California Department of Toxic Substances Control (DTSC) has issued an emergency order as of February 12, 2026, requiring the immediate cleanup of trichloroethylene (TCE) contamination at a residential site near Market Creek Plaza. Recent testing identified elevated levels of the toxic chemical in indoor air and soil vapor. Residents in the immediate vicinity are advised that mitigation measures, including the installation of air treatment units and improved ventilation, are being deployed to protect public health. This order follows high-level detections up to eight times the health screening threshold.
Additionally, the County Health and Human Services Agency remains under a Health Advisory issued in early February regarding confirmed measles cases in neighboring Los Angeles and Orange Counties. San Diego residents are urged to review their vaccination records, particularly those planning travel within the Southern California region. Medical providers have been alerted to monitor for symptoms of the virus following these regional outbreaks.
Infrastructure: I-805 Rehabilitation and Slurry Seal Projects
Caltrans has initiated major infrastructure rehabilitation along the I-805 corridor, with weekend closures expected to impact South Bay commuters. This project, targeting decades-old infrastructure, involves ramp shutdowns and lane reductions between 43rd Street and Imperial Avenue, as well as segments near H Street and Telegraph Canyon Road. Motorists should anticipate significant delays and are encouraged to use Interstate 5 as the primary detour route during the construction phases.
Simultaneously, the City’s Transportation Department is continuing slurry seal maintenance in the communities of La Jolla and Pacific Beach. Project 2622 remains active, with temporary street parking restrictions and lane shifts in effect on Fay Avenue, La Jolla Boulevard, and Prospect Place. These preservation efforts are vital to extending the lifespan of the city’s road network.
Upcoming Holiday: Presidents' Day Schedule
Residents are reminded that most City of San Diego administrative offices, libraries, and recreation centers will be closed on Monday, February 16, 2026, in observance of Presidents' Day. However, curbside trash, recyclables, and organic waste collection will proceed as scheduled for customers served by the City’s Environmental Services Department. Parking meters and time restrictions on city streets will not be enforced on the Monday holiday, though all other safety violations, such as red zone and white zone restrictions, remain subject to enforcement at all times.
