Official Notice: San Diego Transit Alerts and Public Service Roundup for January 23, 2026

Transit and Infrastructure: Weekend Rail Suspension
The North County Transit District (NCTD) has issued a final reminder regarding the full suspension of coastal rail service. All COASTER and SPRINTER services between San Diego and Oceanside will be halted this coming weekend, Saturday, January 24, and Sunday, January 25, 2026. This closure is required for routine maintenance and significant infrastructure work on several major projects, including the Del Mar Bluffs Stabilization Phase 5 and the Batiquitos Lagoon Double Track in Carlsbad. Additional work is scheduled for E Street in Encinitas, as well as Miramar Hill, Palm Street, and Washington Street within the City of San Diego. Regular service is expected to resume on Monday, January 26. Residents are advised that while passenger trains are inactive, test trains and construction equipment will be operating along the corridor; please only cross at designated rail crossings.
Public Health Advisory: Influenza Surge
The California Department of Public Health (CDPH) continues to maintain a statewide health advisory originally issued earlier this month due to a significant increase in influenza cases and hospital admissions. In San Diego County, surveillance indicates that the majority of subtyped influenza A specimens are H3N2, specifically the newly circulating H3N2 subclade K strain. Health officials strongly recommend that residents stay current with vaccinations and seek timely testing if symptoms appear. Public health officials are also utilizing local wastewater testing to monitor disease levels and urge high-risk individuals to take extra precautions during this winter peak.
Governance: Primary Election Ordinance Deadline
Today, Friday, January 23, marks the final day of the official window for the City Council's ordinance calling the 2026 municipal primary election. This election is consolidated with the California Primary scheduled for June 2, 2026. The 2026 cycle will include contests for City Council Districts 2, 4, 6, and 8. While the deadline to register to vote for the primary is May 18, 2026, the formal legislative period for the primary election ordinance concludes today. Residents can check their registration status through the Office of the City Clerk.
Border Access: I-5 South Traffic Restoration
The U.S. General Services Administration (GSA) has confirmed the completion of safety and infrastructure upgrades on southbound Interstate 5 near the San Ysidro Port of Entry. The extended lane reduction of the interior east lane, which has been in place since early January, was scheduled for removal at 5:00 a.m. this morning, January 23. The project involved the replacement of temporary barriers with permanent concrete dividers to improve traffic flow and safety at the border. Commuters should expect the restoration of standard lane configurations, though minor roadside finishing work may still be visible.
Administrative: Fee Adjustments for Public Permits
Official notice is given that the Engineering & Capital Projects Department has updated its fee schedule for the remainder of Fiscal Year 2026. This includes adjustments for inspections of public rights-of-way permits. All permit applicants and contractors are encouraged to review the updated User Fee Schedule to ensure correct filing and compliance with current municipal regulations.
