City Notice: Housing Waitlist Opens and Election Material Review
Official Public Notice Roundup: Monday, March 9, 2026
Today marks the beginning of several critical public service windows and infrastructure updates for the City and County of San Diego. Residents are encouraged to review the following official announcements regarding housing assistance, upcoming elections, and regional infrastructure projects.
Housing Authority: Project-Based Voucher Waitlist Opening
The Housing Authority of the County of San Diego (HACSD) has officially opened the application period for the Project-Based Voucher (PBV) waiting lists starting today, Monday, March 9, 2026, at 7:30 a.m. This application window will remain open until Friday, March 20, 2026. The waitlist is specifically for two new housing developments:
- Mirasol Meadows: Located in Fallbrook, this development offers 47 units restricted to seniors aged 62 and older.
- Villa Serena Phase II: Located in San Marcos, providing 10 units for low-income families.
Applicants will be selected via a lottery system, and there is no advantage to applying on the first day. Applications can be submitted online through the county's rental assistance portal, by telephone, or in person at the Housing and Community Development Services office on Ruffin Road.
Elections: Public Examination of Ballot Materials
Pursuant to the San Diego Municipal Code, the Office of the City Clerk has initiated the formal public examination period for the June 2, 2026, Municipal Primary Election. Starting today, March 9, 2026, through March 19, 2026, the public may review ordinances calling the election and ordinances placing specific measures on the ballot, including the proposed Empty Homes Tax. Registered voters in the City may seek a writ of mandate or an injunction during this ten-day window if they believe any materials require amendment or deletion. Documents are available for viewing at the City Clerk’s office or the official city elections website.
Infrastructure and Pure Water Construction Updates
The City of San Diego continues its Pure Water Phase 1 construction, with significant activity occurring this week in the University City and Mission Valley areas. Residents should anticipate ongoing lane closures and traffic detours on Genesee Avenue, Nobel Drive, and Friars Road. Specifically, the eastbound lanes of Friars Road near the Morena Pump Station remain impacted as crews work on wastewater diversion structures. Additionally, Caltrans is continuing the multi-year rehabilitation of I-805 in the South Bay; motorists should prepare for intermittent ramp shutdowns and night work throughout the corridor as part of the $235 million infrastructure overhaul.
Water Quality Advisory: Sweetwater Authority PFAS Testing
The Sweetwater Authority continues to provide public updates regarding the presence of perfluoroalkyl and polyfluoroalkyl substances (PFAS) in the Sweetwater Reservoir. While recent testing shows levels are currently below state health advisory response limits, the agency is holding ongoing community transparency workshops. Officials maintain that the water remains safe for consumption, but they are monitoring five specific compounds to ensure compliance with upcoming EPA regulations.
