City Notice: Coastal Health Advisories and Infrastructure Project Updates

Public Health Advisory: General Rain Warning
The County of San Diego Department of Environmental Health and Quality has issued a General Rain Advisory for all coastal waters of San Diego County, effective through February 14, 2026. Recent precipitation has resulted in increased bacteria levels in ocean waters, particularly near storm drains, creeks, and river outlets. Residents and visitors are advised to avoid water contact activities—including swimming, surfing, and diving—for at least 72 hours following rain events. Specific bacterial exceedance advisories are also currently in place for La Jolla Cove, the Children’s Pool, and the San Diego River outlet at Ocean Beach Dog Beach. Additionally, the annual mussel quarantine remains in effect, prohibiting the recreational harvest of mussels for human consumption along the entire California coastline.
Infrastructure and Traffic Alerts
Significant construction activities continue across the city, impacting transit and local roadways:
Harbor Drive Trunk Sewer Project:
Work is ongoing through mid-2026 to replace and upsize sewer infrastructure. Traffic on Harbor Drive between Beardsley Street and Park Boulevard is reduced to a single lane in both directions. The southbound sidewalk remains closed to pedestrians.San Diego International Airport:
Following the successful opening of Phase 1A of the New Terminal 1, Phase 1B construction has officially commenced. Travelers should expect modified entry roads and signage changes as the airport begins the demolition of the legacy terminal structure.Pure Water San Diego:
Commissioning procedures have begun for the initial 30-million-gallon-per-day water purification facility. Residents in the Morena and Clairemont areas may notice minor traffic adjustments near pipeline installation sites as the program moves toward full operational status later this year.
City Governance and Regulatory Updates
The San Diego City Council has concluded its review of several key proclamations this week, recognizing Black History Month and National Engineers Week. Public comment remains open regarding the recently proposed reforms to paid parking at Balboa Park. Additionally, new municipal fire safety regulations for residential and commercial properties have officially taken effect this month. Property owners are encouraged to review the updated standards to ensure compliance with defensible space and structural hardening requirements.
