Holiday exemption did not deliver a typical visitation surge

Balboa Park saw lighter-than-expected visitor volume on Martin Luther King Jr. Day, even though the City of San Diego’s paid-parking rules were not enforced for the holiday. The slowdown comes shortly after the city launched a new paid-parking system across much of the park on Jan. 5, 2026, ending the long-standing practice of broadly free parking.

The timing has put a spotlight on how quickly visitor habits may be changing. In the first weeks after the rollout, leaders at several Balboa Park museums reported noticeable declines in attendance compared with prior norms for the same programs and days.

What changed in January: new rates, new passes, and limited free options

Under the city’s current plan, paid parking is generally enforced daily from 8 a.m. to 8 p.m. on park roads with meters and in city-managed lots, with listed holiday exceptions that include Martin Luther King Jr. Day. The system also introduced tiered daily parking rates, along with monthly, quarterly and annual pass options. Verified City of San Diego residents are eligible for discounted rates through an online verification process.

Even with the citywide holiday enforcement pause, the broader shift to paid parking has been underway for weeks, and some visitors and members may be adjusting plans based on expected future costs, the need to register for discounts, or uncertainty over where free or lower-cost parking remains available.

Museum executives have publicly described attendance drops averaging roughly one-fifth at some institutions after paid parking began. Separate reports from additional park organizations described larger decreases in certain periods, along with effects beyond daily ticket sales, including canceled memberships and reduced participation in events and rentals.

Park institutions have attributed the changes to the new parking costs and the added friction of planning and payment, particularly for short visits or repeat trips.

MLK Day events proceeded as scheduled

Balboa Park remained a focal point for MLK Day programming, including community events hosted by longstanding cultural organizations in the park. Attendance patterns varied by location and time, but overall foot traffic in several areas appeared below typical expectations for a major holiday Monday.

The city has stated that parking revenue is intended for Balboa Park improvements and maintenance.
